9:00 - 10:30 AM	Introduction to Blockchain This session explains blockchain, the basics of how it works, e.g., the concepts of a distributed ledger, immutability, hard forks; some of the applications of blockchain to various sectors, e.g. healthcare, finance, supply chain integrity, ownership, voting. Cryptocurrencies are explained and how they relate to blockchain, including their history and evolution.

10:50 - 12:15 PM	ICOs—Their Disruption and Evolution Initial Coin Offerings have swept the world, creating a certain amount of chaos with government regulators while raising hundreds of billions of capital. This session will explore ICOs, responses from various governments including the U.S., Security Token Offerings known as STOs, the evolution to stable coins and state-sponsored cryptocurrencies, Central Bank Digital Currencies, and the recent trend to tokenize assets.

1:30 - 3:00 PM	Securities Regulation in the U.S. Many countries have looked the U.S. for guidance in addressing cryptocurrencies. This session explains the regulatory landscape for issuing securities, exemptions from registration, “utility tokens,” the role of Alternative Trading Systems, and actions by the Securities Exchange Commission. States have been active with their own legislation and attempts to create friendly “crypto” environments. Recently cases and policies that change the regulatory landscape in the U.S. will be discussed, including recent actions by the Comptroller of the Currency for the U.S. Other regulatory environments such as Malta, Estonia will be discussed and compared.

3:15 - 4:30 PM	Criminal Activity in Cyberspace Bitcoin was quickly discovered by the criminal elements and governments and regulators have responded. This session will explore AML/KYC issues, early cases like Silk Road and Mt. Gox, U.S. laws such as the Bank Secrecy Act, Money Transmitters and U.S. Treasury’s OFAC and FinCen units, and obligation to file Suspicious Activity Reports (SARs) and Currency Transmission Reports (CTRs).Receptionand the success of state regulatory actions such as the NYDFS License will be discussed.

9:00 - 10:15 AM	Where Have We Been; Where are we Going This session will start with a short review of the previous day to pull the issues together. If blockchain is to have wide acceptance for storing information, the security of blockchain is critical. A brief introduction the hash function will provide some background about security. But quantum computers continue to develop at a fast pace, threatening that security. We will discuss quantum computers, how they work, qubits, classical v. quantum computations and the race to build them.

10:30 - 11:45 AM	Property, Privacy and Blockchain Who controls blockchain? Can the blockchain be controlled by owning the intellectual property of that technology. Patents and copyrights will be explained and compared, and their application to blockchain technology. Recent U.S. Supreme Court cases will reveal that status of blockchain patents and efforts to control that technology. The concept of copyright will be compared with “copyleft” and “open source” licensing, and how coders use these laws to disseminate blockchain technology.

1:00 - 2:00 PM	Workshops and Panels This session is used to create workshops on specific issues of interest to the participants which may include recent developments in decentralized finance known as “defi,” evolving regulatory policies, and Central Bank Digital Currencies. Groups will meet privately to discuss contemporary issues they are confronting and how those issues could be address. Workshops include regulation, finance, healthcare, law enforcement and other areas of interest to the participants.
